It's a bomb that splits into a bunch of tiny little bombs on the way down to its target. The tiny little bombs spread wide-hitting a large area. Cluster bombs, by their nature, are not very accurate. So, it makes me wonder: Just how much discretion are we using when we say we're only bombing certain military targets when cluster bombs don't leave much room for discretion-if that makes any sense.
